If this is true, this level of alleged incompetence is absolutely beyond belief...and only makes sense that they most likely intentionally allowed Crooks to carry this out. The shooting took place at 6:11pm. So law enforcement had seen and taken a photo of Crooks on the roof at 5:45pm and sent it to command, 26 minutes before the shooting started.
