Yr 1: downsize remaining fed govt by 25% and block grant to states
Yr 2: downsize 25% more and block grant to states
Yr 3: downsize 25% more and block grant to states
Convert from income tax to other methods immediately...TBD but certainly tariffs
States should consider removing sales tax from all raw produce - vegetables & fruit & nuts, plus unprocessed meats
