That's what was called but Sosa was in the box the whole time, so it was a complete garbage call due to Sosa chirping about balls and strikes and an ump with an itchy trigger finger.

Batter has to be in the batter's box and alert to the pitcher by 8 seconds remaining.
Alert to the pitcher is pretty much just making eye contact, I think, or at least looking in the pitcher's direction. So if he was still looking into the stands or looking at the base at the 8 second mark, it counts as a strike.
No idea what the actual timestamp was when he was in there.
