so if the order came at a lower level, and it's not legal, are we saying Hegseth doesn't have responsibility as Secretary of Defense?

Hokiewolf, I'm sure the admin will say they take responsibility; however, what does actually mean? To my knowledge, when any admin say "I take full responsibility", I don't think that actually means anything… Those are words; however, seldom, if ever, does any type of accountability come along with those words…
I can't imagine any legal issue will and should come from those actions. For me, I take a more hardline approach…. These people on the boat had a clear intent to provide for the distribution of drugs in the US. Taking them completely out is not out of order.
The people responsible for the distribution of drugs have an intent to make money, with a byproduct of destruction of people, whether the people want the drugs or not. For that, and with the volume of these drugs, eliminating them is a reasonable action. I think we need to clear up any laws that make this thinking shut down. These people are like any other person or group with the intent of destroying the people of the US with other means.
Take them out, 100%!!!
