Maybe the plan to have the US government foot the bill for reconstruction is based on timing and the need to get things rolling sooner than later? Contaminated fuel seems to be a serious candidate as it's reportedly a relatively common cause of failure and will kill an engine. I imagine there will be unofficial preliminary findings in the coming weeks.
