Miller being downright horny over the opportunity to run down a brown Muslim judge named "Mustafa" notwithstanding, Kasubhai isn't "foreign-born" unless somehow Los Angeles is a different country. He was born in LA and went to Berkeley and University of Oregon.
And he's not "blocking the Trump Administration from requiring Democrat-run states to remove non-citizens from SNAP." His ruling doesn't change that requirement at all.
He's simply not allowing the Trump Administration to ignore the 120-day compliance grace period before fining allegedly non-compliant states millions of dollars.
The Trump Administration was trying to back-date the start of the grace period months prior to final guidance being issued (which occurred on December 10). Kasubhai is simply saying the 120-day grace period to implement changes begins on the day the Administration issued final guidance, which was December 10. States therefore have until April 9 to be in compliance.
