As far as Congress goes, since the day Trump was elected, Congress has shown themselves to be completely willing to stand idly by and abdicate their duties to stand as a strong branch of government that checks the President's powers.
That was true with tariffs (obviously illegal usurping of Congress' sole ability to levy taxes); freezes on Congressionally allocated funding (obviously illegal usurping of Congress' power of the purse) and other matters. Why didn't Congress do anything then? Why would this be any different?
Regarding the alleged double-tap, it's obviously too audacious for even this neutered Congress to ignore, hence the bipartisan investigations getting launched.
