All states have a baby sister to FEMA and ultimately disasters should be managed by each state up to some level. I don't know where the line is drawn but the US Constitution identifies where Federal responsibilities start and end. Ultimately this is where we return, and it the states want such powers for the Feds it should be in an amendment to the Constitution.

States already heavily manage their own disasters. Being in Florida you should know that. Outside of the initial response and areas where the state just doesn't have the capabilities, FEMA mostly just provides funding for state efforts on the ground and rebuilding. States are supposed to do the work.

The biggest problem with FEMA is that you are a bunch of partisan imbeciles who don't actually know how any of this stuff works, but you'll happily rage and spread bullsh** on command, even if it means absolutely shafting your own people.

The discussion regarding FEMA is interesting because most people unless they are a victim or directly involved have really no clue how it was designed or supposed to work. I have the unique experience of being a fire chief in a area that has been devastated by floods since the late '90s (before FEMA) and that my parent's house was flooded twice and had to deal with FEMA. The agency provides very little immediate relief (the $750 figure you hear about) to the victim. It does provide long term relief to property owners - not individuals - who have lost their houses and businesses. Unfortunately, there is a bunch of red tape and paperwork hurdles that have to be jumped to get to the point of final settlement (avg of two years). The feds do offer local responders grant opportunities to improve training and equipment unique to impacted areas. Where it gets political is that the $ has to funnel down from Washington to Raleigh to the county government before it is finally distributed. Governors can sit on the money temporarily or give it to preferred counties first. I have seen this first hand where it was obvious that locations that voted the same as the governor's party received the $ first. FEMA has merit, but it needs to be completely overhauled or replaced with a more efficient and transparent way of operation.

How do you imagine it should be overhauled? You're saying that FEMA passing the money to the State government to manage is a big problem. So the state government should be less involved?

I know during Trump's first term there was a steady stream of ex-staffers talking about what an imbecile he was in private, but now that he's gotten rid of anyone who might say "lol, no way"... hoo boy. So lets review the last couple days:
  • He's threatening tariffs and sanctions on Russia to end the war. We don't buy anything from Russia, and sanctions are already maxed out.
  • He demanded that interest rates come down! Lol, huh? Is he planning a Soviet takeover of the bond market, who are jacking up rates in anticipation of a huge inflation spike as a result of some loon threatening tariffs on everyone?
  • He thinks FEMA should be dismantled. Should each state pay for and maintain their own 20,000 person disaster relief army that can be deployed in a day, just on the off chance they have a disaster? I suppose everyone chipping in for a shared (and more capable) army is so much less efficient.
  • He wants to open up water from northern California, which would only impact irrigation and drinking water (and cause a bunch of other problems) and have no impact on firefighting whatsoever. Because he knows better.
  • He just pushed though the least qualified Defense Secretary in American history. But at least he'll be able to fire every general with any experience whatsoever, who all think Trump is an idiot. Our adversaries probably feel like they just won the lottery.

First, either at federal or state level, there needs to be some sort of immediate "on ground" recovery assistance after the local level responders have done the initial rescue and recovery operations. What I mean and where the frustration kicks in as that in massive disasters where many people are long term displaced, either level of government does not have adequate resources to begin immediately housing people whether it be trailers or hotels. Red Cross - a NGO - can only house people so long in school gyms. So, that would be a start in the right direction. Second, eliminating lengthy paperwork and bureaucratic red tape for those applying for assistance would be another positive step. Third, eliminate any loop holes that would allow politicians at any level to play politics with any disbursements.

All reasonable goals.

The quick, semi-permanent housing (as you say, not cots lined up in gyms or fellowship halls) piece is a huge one. We shouldn't have anyone in tents months after a natural disaster, unless it's just their preference.

As is the need to expedite/facilitate permitting for permanent rebuilds so that small town planning and development departments, whose staffs themselves are likely impacted by the local disaster, have the necessary support to review plans, issue permits, and inspect rebuilds and new construction at a pace and scale they're almost certainly understaffed and ill-equipped for.

I know the City of Raleigh Development Services staff has been volunteering and pushing into WNC communities to help offer their support and I'm sure many other communities are as well but it would be nice for that to be a more prescribed and centrally commanded process.
