Are they lower under Republican presidents than Democratic presidents?

Are they lower in states with Republican governors?

Are they lower in cities with Republican mayors?

I'm skeptical that police on the ground in local protests are getting their marching orders from the federal government regarding who to arrest and who to leave alone. I'm also fairly skeptical they're getting them from the state government/governor's office either.

Seems more like a local precinct or city-level decision, not a state or certainly a federal gubmint decision. I'd think those police are getting their orders from their CO's or the police chief.

Probably their police chief and the broader law enforcement community's adoption of best policing practices for protests.

I don't think this is a political issue, I think it's almost purely pragmatic.

The police community isn't exactly a bastion of liberal thought, I wouldn't think, and yet use of force, arrests, etc. are commonly avoided during protests when possible. Blocking traffic is annoying but police physicaly interjecting themselves into non-violent protests that could then turn confrontational and violent unnecessarily puts officers' lives at risk.

Still, you're already seeing reports of dozens of arrests in these cities where roads/bridges are being blocked.

Hard to both-sides this issue since dating back decades political protesters are overwhelmingly young and liberal.

When "Cities burned" I'm assuming you mean during BLM protests?

There were thousands of arrests across the country during those protests so I think this image of police standing around doing nothing while cities burn is inaccurate. There were over 150 arrests in Raleigh alone.

There may not be as many arrests as you'd like but to act like cops were "standing down" and not enforcing laws at all is not what happened then, and is not happening today (I just saw on the news there were dozens of arrests in Chicago and New York, as an example).
