No, not all hate speech is protected by the 1st amendment. There are narrow categories not protected i.e. incitement, true threats, etc
This likely would be protected but I'm pretty sure that although WVU is a state entity, there are other rules, possibly in his contract, i.e. damaging the universities reputation, that would prohibit this type of behavior/speech.
I would fire him because he should know better, but would also expect to pay him a large walking check to avoid a lawsuit that would probably be fought on 1st amendment grounds
