Because every state gets to make their own rules on which ID is acceptable, and can make certain IDs a pain to get. And of course they can decide no out-of-state students' IDs are good enough.
A national ID takes care of all that... could even get it with your birth certificate like a SS card right out of the gate, and then have an easy process to update your pic every decade or whatever.
