Here's why I don't believe the Reflecting Pool was significantly vandalized. Not saying someone didn't try something stupid, but this is a bonding failure and not sabotage.
1. The Reflecting Pool renovations Obama did included a chemical sealer that was dusted on the concrete as it was finished after placement.
2. General rule - you can't bond waterproofing directly to waterproofing.
3. 2 above is important, because I don't believe the concrete substrate was prepared properly.
4. The product used is Rhino Linings Pipeliner 5000, which is similar to the pickup truck spray bed liner.
It is used to coat the interior of pipes to extend their life and in water treatment plant tanks and pools.
In all the literature and technical data I've looked at, I can't find anywhere where this product has been used in the manner similar to the Reflecting Pool, in that it's applied to a substrate that has previously been waterproofed.
5. Have you tried to cut Rhinoliner with a razor blade? 1, it's pretty difficult and 2, because of the adhesion bond, you can just pull it up.
6. I've done a bunch of waterproofing coatings in my time, and the best ones were at the beginning of my career because they would adhere to everything. But then they realized all that cool stuff that really makes it stick causes cancer, so it is important to monitor your substrate, your weather, and application to make sure it sticks.
7. So here's where and why I think the liner failed:
- no design documents due to the desire to complete the project on an accelerated timeline
- improper selection of product - it doesn't have a proven track record for this type of application
- substrate not prepared properly. They didn't scarify the substrate to eliminate the layer of concrete that was penetrated by the previous sealer
- no monitoring of temperature or humidity during application.
- no testing of the concrete for moisture to make sure the concrete was within the moisture tolerances within the technical data of the product
- not properly following the application instructions, particularly the time in which the edge stays "wet" ie uncured as you apply coats.
- mil thickness not meeting the recommended thickness for the product, nor a specified mil thickness because there wasn't any design oversight.
- driving a convoy of heavy vehicles over uncured product.
So, which do you think is more likely:
a) Sabotage by evil left leftwingers?
Or
b) A rush job by a non qualified contractor who was given no guidelines and applied an incorrect product incorrectly?
I'm going with b) being most likely.
But hey, I'm sure the contract that was signed has liquidated damages and 1 year workmanship warranty and a product warranty, right??
