There are plenty of non-loony Congressman objecting.

And, Johnson, Reagan, and the Bushes all sought Congressional approval for foreign military action so "no President since Truman" is quite hyperbolic.

And, this is against the backdrop of Trump being the most unilateral, autocratic, Constitutionally challenged President in our history so the frustration runs far deeper than if this was some sort of one-off behavior.
