What is there to discuss? They blasted a speed boat with a missile, killing a bunch of people and leaving two survivors. Unless the boat had magical regenerative powers (like Trump's ear, lol), one presumes there wasn't much of a boat left. But for the two guys who were suddenly floating in the ocean, probably wounded, is there any scenario in which they wouldn't swim back to what's left of the boat to keep from drowning? That's some kind of checkmate rationalization to hit them again?
