Had to look it up because I couldn't find a good article, but reducing the indirect rate to 15% basically kills every research building being currently leased in the Triangle. That's just not a sustainable rate and feel like a made up number by someone who doesn't really know how research grants work.

The most dubious part of NIH's 15% mandate is that it's retroactive. It's bogus for the government to make a grant on certain terms - which obviously informs whether or not the grantee will accept the grant, and how they'll implement it - and then change the terms after the fact.

At any rate. This will have a severe impact on the Triangle. You're taking a rate that was anywhere from 45% -75% and make it a straight 15% cap without much justification.

Dude, these are competitive research grants. And they are highly competitive and are advertised out in the open for open competition. They are not hidden from anyone. Not because they are a windfall of money either, there are actual people who do great things with these grants to further research and medicine. Not saying either or neither of you have valid points but I've worked in NIH and witnessed some pretty questionable grants. There was a grants management specialist at NIEHS in Durham who was handing out cash to grantees in return for co-authorship of any papers his grantees published. To this day, that indiscretion has never been addressed.
