The CHIPs act? Partially. Biden Administration went all in on Intel, then made Intel build a new plant in Ohio, a swing state, which has zero infrastructure to support a chip manufacturing plant. Intel has never proven they can make a 10nm chip, let alone compete with TSMC.
TSMC was originally only going to bring 10nm chip manufacturing to the US. The change to 4nm and especially 2nm is something Trump gets credit for, although this could have easily happened without trying to wreck the economy. As it could have also been done by the Biden Administration, but TSMC doesn't provide a political expediency with respect to the election.
So mixed bag, CHIPs act still sucked, it did get TSMC on US soil, then TSMC pivoted to 4nm and 2nm chips. In my opinion, Trump salvaged a terrible bill.
