The legislation was related to enhanced sentences for child sex trafficing within school zones. The amendment would have increased both the maximim sentences and the mandatory minum sentences required by law.

Democrats generally oppose mandatory minimum sentences in all areas, not just this area, so it is not surprising that they would oppose legislation to increase mandatory minimum sentences. Rep. Nadler indicated that had the amendment only increased the maximum sentences then it would have had bipartisan support.
