That appears to be legislation - FACT
All it takes is for it to be taken up by the Senate, signed by the POTUS and it becomes law. Now as long as Sinema and Manchin refuse to budge on the filibuster and the Senate is as close as it is today no worries.
The minute you and your MARXIST PARTY have a 4 party majority in the Senate then ALL of your MARXIST dreams will be fulfilled.
So once again you are WRONG.
Either you lied or you have no idea what you are talking about. That's not the only one by the way... that's just the one I linked to the actual legislative site to show how FOS you are.
Plus proving you to be the FOS MARXIST you are is too easy....
And just to make sure that you understand that a "bill," by definition, IS a form of legislation.

Forms of Congressional Action
The work of Congress is initiated by the introduction of a proposal in one of four principal forms: the bill, the joint resolution, the concurrent resolution, and the simple resolution.
Bills
A bill is the form used for most legislation, whether permanent or temporary, general or special, public or private. A bill originating in the House of Representatives is designated by the letters "H.R.", signifying "House of Representatives", followed by a number that it retains throughout all its parliamentary stages. Bills are presented to the President for action when approved in identical form by both the House of Representatives and the Senate. - opening paragraph from the United States House of Representatives website house.gov concerning legislation
