Been rumors over the years that distillers want to transition to 700ml instead of 750 as 700 is what they typically use abroad. I haven't actually seen the 1L in person in a store, so I'm not sure what they're doing with pricing. I know that BT makes minis, pints ,750, 1L and half gallons because I've had all of those at one point in time or the other.

At the counties that haven't stopped them from doing it yet. There was one down here selling stuff online for years until they finally caught on and put some systems in place.
If you care, call that county's main office and tell them what you saw and ask them why it's happening.
