as I understand it....there is some aspect of a COG that requires some sort of a strategic defense emergency before the US Military steps in and takes charge over the likes of the Senior Executive Service types. We've been in a COG since 9/11/2001.

Red October is probably by the Julian Calendar, and not the modern-day Gregorian calendar. Julian calendar runs about 11-13 days behind the Gregorian calendar. Oct 31st is probably around Nov 11th. Nov 11th is also 41 days of GOVT shutdown. There were also numerous references to 41 and 14 over the last few days.
