There is some questions:
1. Who is in charge during COG with certain conditions? For instance, a nuclear event vrs some other condition? I understand this has been an internal struggle between the SES (bad guys) and the US Military (good guys).
2. Was there already an existing COG in effect prior to Trump's 1st term?
3. An initial public proclamation of the Insurrection Act is not required.

By the way, Trump left the "biscuit" inside Cheyenne Mountain when he visited March 17, 2020. It's what the FBI was actually searching for when they raided Trump's residence at Mar A Lago. Trump had memorized the codes found on the "biscuit".
