Owners being cheap but I think you will see the players fight this hard. Allowing a 16 year old international player sign but making an American kid wait until they are 20 just wont fly IMO. I still wouldn't trust an international draft either, teams will still backdoor deals with trainers and push them down to the team they want.
Also, if this somehow does happen I think you will just see a lot of these high end kids go the JUCO route.

What would be the benefit of going juco over going to a SEC school and getting paid? Under these changes Juco doesn't get you to the draft any faster does it?

I would think a major pain point for the MLBPA would be effectively delaying free agency and the big 2nd/3rd contracts. Players would likely lose out on a round of negotiations. The rookie scale would have to change drastically IMO

I missed they are trying to change the age to 20.
These owners are just cheap. You are better off trying to sign as many guys as possible in hopes of getting a young super star that you can control cheap.
Mike Trout was the AL rookie of the year at 20 while playing majority of the season at 19. Konner Griffin is 20 and hitting .270 right now. These types of guys do not need to go to college, top young prospects are already destroying low level pitching and not really being tested until they get to the majors.

I dont agree that owners are cheap. Baseball franchises have 5 of the top 10 payrolls in all of sports. All of them over $300M/year, before adding in luxury taxes. After factoring in luxury taxes, those five payrolls exceed $400M a year, with the Dodgers approaching $600M/year. The other five spots are occupied by soccer franchises. The NFL generates the most revenue, and they have almost twice the active roster of an MLB team, yet none of them crack the top 10.
The issue with baseball is in the discrepancies in revenues. If you're a smaller market team, there is no incentive for you to bump your payroll up from $120M to $180M when you're still fielding a team at half the payroll of the teams with access to those revenues. Why spend an extra $60M a year to still finish last in your division? The Rockies could up their spending from $140M/year to $200M/year, and they still be spending $100M less than three other teams in their division and $400M/year less than the Dodgers. Good luck convincing an owner to sign that check. The AL East has three of the top six payrolls in baseball..
The baseball model needs to be completely revamped. No other sport has such a discrepancy between haves and have nots.
