Seems like a lot of secrecy around them, since there hasn't been an explanation for what they are for or are doing.

I'm assuming it's probably some sort of state police testing thing that is going on, and they don't want to be forthcoming with information

Agreed. I think it's US government testing their own capabilities a bit. Should be easy enough to get out of the sky if that was the true goal.

My thinking has always been the government... I wish they wouldn't be so coy about it.
