Apparently, the City Manager has a higher standard of "evidence" and "proof" here in this case. Eyewitness testimony is not enough for him. I guess he wants them to go to the house of these Haitians and do DNA swabs of their cooking pots to find the DNA of the ducks/geese, dogs, and cats.
