Executive Order 13848, titled "Imposing Certain Sanctions in the Event of Foreign Interference in a United States Election," was
signed by President Donald Trump on September 12, 2018. It establishes a framework for assessing and responding to foreign interference in U.S. elections.Key Provisions:
1.Assessment Requirement:
The Director of National Intelligence (DNI) is required to conduct an assessment within 45 days after a federal election to determine whether foreign interference occurred.
The assessment must identify the nature and extent of the interference and which foreign actors were involved.
2.Reporting and Recommendations:
The DNI's assessment must be sent to the Attorney General and the Secretary of Homeland Security.
Based on this report, the Attorney General and Secretary of Homeland Security must submit recommendations to the President within 45 days on potential sanctions and actions.
3.Sanctions:
If foreign interference is confirmed, the order allows for a range of sanctions, including:
Freezing assets of foreign individuals and entities involved.
Banning individuals from entering the U.S.
Restricting U.S.-based financial transactions with sanctioned entities.
4.Scope of Interference:
The order covers a wide range of election-related interference, including:
Hacking of voting infrastructure.
Disinformation campaigns.
Financial support for political candidates or campaigns by foreign entities.

Federal agencies are required to continuously monitor and report on any foreign interference activity.
The executive order directs intelligence agencies to share relevant information with state and local officials to strengthen election security.
Renewals and Extensions:
President Joe Biden renewed EO 13848 in September 2022, maintaining its provisions for responding to foreign election interference. If Soros or OSF were found to have engaged in such activities, the U.S. government could impose sanctions, freeze assets, or take other actions. But being a U.S. citizen doesn't automatically exempt him from sanctions; it would depend on the findings of an investigation.
