in this case yes. The donations of old equipment two years ago didn't hamper the efforts to put these fire out. Poor planning and underestimating for the worst case scenario plus unprecedented Santa Ana winds did.
You could also add poor leadership at all levels of government as well as lack of funding because said leaders "prioritized" issues/topics/measures based on political sentiment/conviction instead of putting the taxpayer citizen first.
Cool story. Clearly North Carolina suffered from poor planning and underestimating their worst case flooding scenario. Was that poor leadership at al levels of government? Why didn't we see Fox News reporters chasing around local Republican leaders asking about their total lack of flood engineering?

If the good leaders in NC based all of their planning around global warming and it increasing the likelihood of catastrophic weather events, then yes 100% agree with you. But that is not the case in WNC but it is in California. They base all of their policies on climate change AND fail to plan for the potential consequences of climate change. So yes, that's a failure on California's leadership, both in state government and Los Angeles.
For instance, the mayor of LA should have doubled the resources and money obligated to emergency services, because of climate change, not cut services.

I also find it hilarious that Newsom thinks relaxing draconian environmental restrictions so folks can rebuild is some sort of awesome thing.
